The upside so far: improved traffice flow, new school district offices and a community theater, all at no cot to taxpayers; the best answer to preserving and enhancing Santa Anita Park; millions of dollars in incremental tax revenue; and a lush town center with upscale shops and restaurants.

The downside so far: None.
